small, glass candle holder (Old Ottawa South)

3 1/2 inches high, wide base is 4 inch diameter, narrow opening is 1 3/4 inch diameter, turned upside down, it could serve as a small bowl for small chocolates or candies or glass balls or marbles or ? I do not know why it looks like drunken sailor in the first picture but it stands straight in real life
