Broken grow light fixtures no bulbs (Lagrange)

We think this is broken but can likely be fixed (might actually just need new bulbs). Purchased in 2016 and used for a few seasons, been in the basement since. Takes four T5 bulbs, measures 4 foot x 2 foot. Easy driveway pickup near Arlington high school. Please let me know what day and time when you message.
