Each set has one item in the pair that is still usable but not ideal. For the weights, the plastic might be cracked (cement is still good) and duck taped. For the bars one of the nuts to hold the weights away from centre is glued or stuck.
They are still usable if you don’t care about looks.
Take one pair or all, just asking you take a complete pair.
