Nvidia TESLA S1070 1U Rack Mount GPU Computing System (Kippax LS25)

It's basically an old Fermi gen graphics co-processor.
Comes with cables and host interface controllers, but the host interface controllers are missing their PCIe brackets.
Does not come with rails, but it looks like it just takes a shelf anyways.

This is not designed for PC gaming. It has no video outputs. Its best use-case is OpenCL or CUDA workloads like AI.
It was used in a huge cluster computer in the late 00's for protein folding.

It also does not support NVENC, so video encoding is out of the question.

Alternatively, if you just want an external chassis to throw a bunch of graphics cards into, this would also work. While the GPUs may be of no use to you, the fact it does just take x16 PCI-E GPUs makes it nice as an external enclosure. Just be aware that it will only accept NVIDIA GPUs otherwise it'll give you a fault code.
