pushbike rear wheel (Penryn TR10)

Does anyone have a good rear wheel for a mans pushbike. I think it would be 26 inch. My husband bought a bike second hand and now found the rear wheel is twisted/buckled so catches as it turns. Looks ok but doesn't spin properly. Can anyone help please.
