Pair of large rear bicycle panniers. Have hook type fittings for a rear rack at the top (that have got a bit of surface rust) and a bungie hook for the bottom.
Green material was originally waterproof circa 1985 but probably best to use plastic bags inside now to keep things dry. There is one large compartment in each bag with a smaller compartment for tools spare tyres etc at the rear.
