Bike tyres (The Camp AL1)

There seem to be different opinions about these. They are damaged on the sidewall, but there's some tread left. Some people who mend bikes say that they are usable. Others say that you can have a blow out. Some say that you can repair. Others don't agree. I don't want to use for myself and will throw away if no response.
