Bugaboo Bee with issues (West Oxfordshire OX28)

Can anyone make use of a well used Bugaboo Bee buggy with various problems, otherwise it is off to the tip. Firstly the brakes don’t work but is has a wrist strap attached to the handle. It is difficult to put up/ let down. Very stiff. May respond to lubrication? Would suggest perhaps for an elderly pet not your newborn. If interested please say when you are able to pick up and we can leave it outside for collection from Tower Hill.
