I had no idea what this is but it has now been identified as a toothpick dispenser!

I can still do without, very nicely made 'tho it is.
It appears to be made of brushed and polished stainless steel.
The outside of the cylinder and lid is polished; the inside and moving parts brushed. The cone is loose on the stem which is why the third photo shows the device horizontal.
