Golf trolley with fixable defect (Norton Lees S8)

Someone more competent than my golfing fiancé can surely fix this?! Needs collection urgently due to a no show and the person stopping replying. If not taken it will be in the skip which is being collected in next day or 2 (or possibly today)! Thanks for reading
