office chair with wheels (stuck on lowest height) (Caversham RG4)

This is an office-style chair with wheels, and it used to have an adjustable height mechanism, but that mechanism is broken and it is stuck on the lowest setting, so the seat is only about 39cm from the ground. This is uncomfortably low for an adult, but it might work well for a child. The fabric on the seat is a bit threadbare, but there is seat cover that makes it look more presentable.
