Clothes drier - umbrella type with an issue (New Marston OX3)

I kept this umbrella type cloth drier in garden and now I'm unable to open - don't know whether I'm trying wrongly or it got struck. Looks possibly an easy fix but no idea. As i got another one, giving it now.
