Valerian is classified as a herb and grows 1.5 metres. It comes up every year. It does seed but I cut off the heads before they go to seed. I cut it to the ground after flowering. It is a useful plant and has pretty white flowers.
The first pic is just to show you the plant in flower. The pic is in my garden. You will be getting the seedling. You can plant it straight out now.
