Faulty garden shredder (Kennington OX1)

Faulty garden shredder. I bought this second hand as a stop gap while I looked for a new one (which always seems to be out of stock). But it turns out this one won't shred anything thicker than a pencil without continually tripping the electric supply.

Can anyone make use of it or make it better?
