This is a toy from Petsafe which is a pair of balls which connect to each other wirelessly. They randomly move around and one of them will squeak. When your dog interacts with that one, it stops and the other one will start to squeak.
Good idea but our dog had zero interest in it. Fully working and still has batteries in it but I don't know how good they are.
