Antler suitcase 53x36x17mm needs new wheels (Dunblane FK15)

Very useful and serviceable small 2 wheeled suitcase with expansion. Needs 2 new wheels. One taken off with housing, but I cannot understand how to remove the wheel. There is a metal washer. Please see photos. Antler do not sell new wheels, but if you are good at this sort of thing it would save the case from going to landfill. Collection only please. Thanks for looking.
