Light rust, could use painting. Rims could be used with new tires of your choosing in future. THESE TIRES ARE OLDER AND WORN DOWN BEYOND SAFE SERVICE USE IN SNOWY CONDITIONS; could be OK for dry winter road condition or warmer weather.
