I assume this is to be mounted in a wardrobe for ties. You could hand any small bags or things on the hooks to store neatly away. There are no screws to hold the grey hooks onto the drawer runner, but you can easily glue it on with gripfill or something like that. Or maybe get replacement screws from IKEA? It is approx 57cm long. And extended: approx 97cm. It was left by tenants after they moved out.
