This maybe more of a guitar enthusiasts project because the neck is slightly misaligned. It's thought someone over tightened the strings while tuning and it doesn't have the required angle to be tuned and stay in tune. Can't say for sure what size this is technically but the brand is Herald.

Please note since originally posting I have discovered this fan does work but have to give it a minute to warm up and then leave it alone! (Pics with the ribbons horizontal/blowing out show it is working( So ideally is for someone who might want to try and repair/improve Pedestal fan (working but temperamental ) Silver metal free standing on pedestal - fan head is approx 18” wide. 3 speed settings Good size and oscillating head to help circulate cool air. but… Think has electrical issue- seems to take a minute to get up to speed. It’s functional but looks-wise has seen better days - see up close pics. Only listing as can’t fix myself and next stop is the tip, but I know some handy people might like to try and repair reuse
