Small heater: rambunctious kid safe (North Capitol Hill)

My friend’s elderly mom is staying in our basement which is always cold. We’d love a small space heater to make her more comfortable. Our friends have a 6-year-old and 2 cats, so something small and kid safe and cat safe.
