Sad jasmine plant (Musselburgh EH21)

I've had this jasmine plant for 15 years - it initially flowered, but nothing for years - likely not enough light, and possibly a bit neglected - so it just looks a bit sad. I wondered if anyone had a nice bright room and the skills needed to give it a happier home.
