The blue plastic backing has aged in storage so that it shreds. The minute you unfold it, it tears. Because the plastic backing made the item waterproof, these cannot be used as a bed pad or wee wee pad. You'll need to remove the blue plastic backing in order to use the item; it just falls apart.
I know how the item can't be used, so I'd like to know how you plan to use the item.
