Simple electronics kit - suit young experimenter (Four Marks GU34)

Anybody know of a keen intelligent industrious (!!) boy / girl / student who is 'into' electronics etc who could use some resistors / capacitors / few LED's etc for very basic experimentation / real-life Ohms Law / etc? A student who is 'hands-on' with learning in other words. Very basic meter included which will need 9V battery.
