Smallish metalworking lathe (Wisbech PE13)

I require a small metalworking lathe for home projects. Most weeks working on my own projects I wish I had a small lathe to modify / make something and cut threads. I would like to be able to work on steel so most of the small cheaper desktop models are not capable of doing this.
