This is a metal stand that has two adjustable arms that can be adjusted in height from around 4' to 6'. It is on functioning casters to make it easy to move around. The chrome arms have some tarnish.

Vintage Schwinn road bike (New Windsor, MD)
Schwinn road bike built in 1983 or before at the Chicago Schwinn plant, before it closed. This has a Chromoly frame. The Chicago Schwinns were among the most bomb-resistant bikes ever built. The bike had a run in with the road and lost the rear derailleur. It must not have been bomb-resistant. Needs new tubes and lubrication to be roadworthy.
