The item is used and it holds used plastic bags. Plastic bags are not included as that particular one is still in use and I'm keeping it. I have 2, so giving away the empty one. Works great if you want to repurpose all that plastic and have a place to store it in the meantime. double face tape unused is attached to the back if you don't want to use screw to install.
