security cameras (Los Angeles, CA 90023)

I have been threatened and harassed. I've had my packages, mail and other property stolen from my yard. My car was stolen last year too. Did anyone upgrade their security cameras and have their extra cameras to give away? I don't have a car, but maybe my access could take me to pick them up please. Let me know. I'm so desperate. I've made so many police reports but they won't do anything because I have no proof.
