Pressure Cooker (Parton CA28)

This is a Tower pressure cooker. However, I'm not absolutely sure that it is usable as a pressure cooker. See photograph: shouldn't it have something on the top to control/release the pressure? Anyway, perhaps someone could have it repaired or even ... as we have, just use it as a multi-purpose metal container with a lid!
