Bird shelter (Bradford BD13)

Large enough for a homing pigeon. I've been feeding a homing pigeon, unfortunately it won't let me get close enough to catch, or read its ring. Been coming to me for over 8 months now. Due to the cold weather I'm now seeking some sort of shelter for the bird. Long shot, but would much appreciate any help in this. Thanks
