Hi - I'm updating this ad from a couple of days ago. The bike is still available, but after checking the measurements, I think it's better suited for a 5-6 year old. The wheels are 16 inches across and the seat is about 90cm from the floor (although it will adjust upwards). Everything else seems to be in good working order.
