IKEA (?) mystery object (Bognor Regis PO21)

Bought this item years ago, never used or assembled - & hope some diy person will want to have a go! Its possibly part of some sort of shelving or support system. (I've no idea!). May or may not be IKEA -hvg a clear out, so will go in bin otherwise.
