to use a saw, like this (Grange Court E10)

Hi there , I have a need to borrow a saw like this to cut down my skate board wheels down , because they are too wide for my roller skates , so I need some help pls , does any one know, of a workshop or does any one have it , so I can use it for about 20 minutes so I can take if 7 mm of the back of my wheels , many thanks
