Older Computer Hardware (South-End Guelph)

I am trying to access the settings in my old security cameras and current browsers will not work. I need to run Internet Explorer running ActiveX and to do that requires hardware I do not have. Ideally, I can find and old laptop running Windows XP or Windows Vista to do the job. An older PC could work as well. If anyone can offer such a thing, even as a loan, it would be much appreciated. I donated all my old hardware years ago.
