2 Ikea Non lights (one not working) (Brixton Hill SW2)

These have been removed from a kitchen cupboard and are complete with cables and 3 pin plug. One works fine and has a replacement G4 11w LED capsule. The other doesn't work - I changed the bulb but that didn't solve the problem - it has some bare wires (see photo) so I don't know if this is repairable or needs a qualified electrician to sort it out. Ikea fitting instructions included. Collect from SW2 2BT.
