Wisper electric bike 36v charger (Fiveways BN1)

Am not sure if the ebike charger on a Wisper 905SE from 2012 is working or not. Does anyone have one I could try to see if it is the battery or the charger that is faulty? Or if you are any good at testing the charger. Thanks.
