Info provided by another freegler, as I didn't know that this was, apparently this converts your general socket to an RCB protected socket if your system is old enough not having one. When it detects 30mA different between live and neutral it trips because that difference should go out of the circuit, potentially into your body.
An old type circuit breaker protects against high current only but no protection against leaking.
