An amber traffic beacon. (Fakenham NR21)

It's a TrafiBeacon quality item made in England By Dorman. I think it is supposed to run on 24v but I tried it and it works well on 12v. The rubber base is frilly around the edges and it doesn't stick to the car roof so it needs attention or maybe some magnets glued in under the rubber. It has a Hella type plug fitted.
