Digital camera (high spec, but not working) (New Marston OX3)

Panasonic Lumix TZ70 digital camera, 12 megapixels, Leica lens. But I was out in a dust storm and I think it got dust inside, and now won't work - the lens doesn't open, so it turns itself off. Maybe some TLC will clean it out and get it working again?
