Fully adjustable spot light (Penzance TR20)

I've just taken this down and replaced it with ceiling spot lights. The light was working before I took it down, however some of the bulbs are not working I've swapped them around and it is just the bulbs that need replacing. They can be replaced with led bulbs, other than that it has 1 or 2 rust spots.
