Smart bulb not sure if working (Pathead EH37)

I bought this but couldn't make it work even thought I tried 2 different lamps.
Maybe someone tech savvy can tinker with it and see if it's defective or something else. When you put it in the lightbulb socket it flashes intermittently if you can't manage to connect it so at worst it can be used as a disco strobe light.
