SIM cards from Iraq and Lebanon (Eh91bn)

Realise this is left field request but seeking on behalf of asylum project any working pay as you go SIM cards from Iraq or Lebanon, doesn’t matter if no credit, I can top them up, it’s very hard to get these Iraqi and Lebanese sims outside the country! Thank you
