Wacker plate not working (SY7)

We have been trying to lay stone down on damp ground and desperately in need of a vibration plate / Wacker plate not working would be great as I can fix most things but please even if it has no engine I could really do with it as the garden constantly needs leveling as it was marsh land before they built on It best regards jim
