Stationary swimming tether / aquatic resistance bands. (Cogges OX28)

I've had this a few years but have only used it once! It's been sitting in the garage ever since, can anyone use it? I have got a picture but, as is so often the case with freegle, the site won't upload it. Same advert will be on freecycle, if you want to see a picture!
