Phylion e-bike battery charger. It's for charging 24V e-bike batteries. Most legal e-bikes are 36V, some GoCycles and others are 24V, I think scooters are mostly 24V. The output is like a male phono plug but without a shorter centre prong.
The battery is also available but dead, you might be able to use its BMS if you are building your own 24V battery.
