mains electric NAZ coal burner and box of charcoal (Penkridge ST19)

Ex student house, Flare brand, seems to be intact. Includes safety instruction sheet; it can only be on for ten minutes, then must cool down or the ring element will be damaged. I have no idea how you'd use it (quick cup of tea?). There's also a little box of 'charcoal for hookah',which presumably would be usable in many other contexts. I don't have a smartphone so please email, I'll see it on the home computer.
