Concrete blocks and/or paving slabs (East Finchley N2)

I need to make a strong base for 3 water butts
I finally have permission to collect roof rainwater and need to set this all up to avoid using drinking water for plants
If you can help me or suggest an alternative method I’d be grateful
- a few bags of sand, gravel and cement perhaps?
