Small toddler helmet (Cowley OX4)

Could anyone use this small kids helmet the sizing sticker has come off but it's approx 46-54cm size. The felt inside has come off so we used it with a hat to prevent scratching from velcro or if someone had time to pop some new strips foam/felt on that would work.
