The previous owner had lost the key so I got a new one. The latches that go on the front and back of the carrier are broken. The fine folks at 'Rack Attack' suggested putting in some U bolts above and below where the latches were and securing the carrier with some ties that you can see in the pictures. You will need to install the U bolts or some other securing mechanism.

You'll need to help take it down from the garage wall and you will need a vehicle large enough to take it away. If you want to secure it to your roof I will be of absolutely no help since I never installed it myself.
