Waterproof Outdoor Cat House (Ramsgate CT11)

I have a cat that regularly visits me a lot but I'm not the owner and I know she's sort of moved out from her original home but I can't install a cat flap in my place due to being on a very low income and it's not allowed where I live. I'm anxious she has shelter when I'm not around.
