phone/GPS holder (Hollingdean BN1)

This item was "mis-supplied" by AliExpress. It seems to be some sort of phone holder. I was going to recycle it but thought I should ask if anyone on Freegle wanted it first. There is a "suction cap" on the base and I do not know what the printed ring on top is supposed to do. It doesn't seem to be magnetic...
